S4C are in the process of finalising a contract for linear and online television Welsh-language rights to the 2019 Rugby World Cup in Japan. The rights are based on the following coverage: 9 live games, including opening ceremony and first game. Four Wales Pool D games, one quarter final, one semi-final, third place play-off and Final.
As always, S4C's ambition is to offer their viewers and users the best service. We aim to commission authoritative output that captures the essence of this global event.
This is an opportunity to position S4C as the main Rugby World Cup service from a Welsh perspective.

Are clips from other matches available?
Yes – The contract allows access.
How would we access these clips?
Details are not yet available however it is usual practice that access to other games is made available by World Rugby from the host broadcaster's (HB) central hub. Alternatively, the live feed from other matches and highlights packages prepared by RWC will be made available via satellite/international gateway.
Will S4C be providing a graphics pack or is the preference to replicate the World Feed style?
The production company will be responsible for creating the graphics, which must comply with World Rugby Brand Guidelines and be submitted to RWC in advance for approval.

Where will the Host deliver the signal to, do we have to pick it up on site?
Host broadcaster will uplink to satellite and an international gateway - the production company will be responsible technically and financially for downlinking and accessing the feed from the satellite access points.
The document states that any interviews will take place on the 6th of August but the tender submission is the 10th August could you confirm the potential interview date please?

What are the rules and restrictions around Digital Rights?
Digital rights extend to simultaneous transmission and on demand rights for the matches on S4C website and BBC iPlayer, and clips on S4C's social media platforms (subject to a short holdback TBC). All digital content must be geoblocked to the UK.
Should we work on a 30 minute build up for all matches other than the Opening Ceremony & match?
For the purpose of the tender we advise you to work on 30 minute build up (23 minute programme time) for all live matches, but we reserve the right to alter this. We would not in excess of 30mins build up. Programme running orders must also be approved in advance by RWC.
