Expression of interest invitation: Dubbing 30+ hours of various factual programmes in to Welsh

S4C are in the process of securing the rights to create Welsh versions of a number of various factual programmes including history, nature and science. We are looking for one provider to adapt these programmes in to Welsh. We offer a 2 year contract and it's estimated that between 30 and 50 hours of programmes a year will need to be adjusted over the period.

We invite independent production companies, with experience in dubbing and adapting these sort of programmes to express interest by emailing, tender@s4c.cymru by 12:00 on Monday 2nd of October 2017. Each company who does express an interest will receive a document, by email, by the end of the day on Wednesday the 4th of October 2017 outlining further details and a copy or a link of an example programme that will be part of a test.

As part of your tender response, you will be expected to email your vision, a Welsh script along with a budget and a work plan based on the programme that's part of the test. (You're not expected to prepare an adapted programme)

The closing date is 12:00 Friday 20th of October 2017 and we aim to appoint the successful company by the end of Friday 27th of October.

We will assess the responses on the bases of the standard of response to the test, the production and technical standard of the company (including delivery), key personnel and value for money.

We aim to start the agreement with the successful company in December 2017, and the first programme will be required to be ready by January 2018.

What is S4C's language preferences for tender responses?

S4C has no preference, tenders received in English and Welsh will be treated equally.

There is no file in the 'We Transfer' link – we have not been able to view the programme. Please can you send the link to us again?

S4C will re-send the link to every applicant who expressed an interest in the tender before the original deadline.

Will all the dubbing scripts be in English.

All the scripts for dubbing will be in English.

Will all of the scripts be in the style of narrator only – and as wordy as the example programme?

Answer 4

The scripts will usually be in the narrator style only. The scripts may be as wordy – but adapting and conveying the information is the aim – so there is space to summarise.

Will there be characters to cast within the programmes in addition to the narrator?

It is not expected that there will be any characters to cast.

What is the expectation in terms of additional Welsh content? How many programmes will need this additional work?

Answer 6

Only a few programmes will need the additional work; to be discussed with the Commissioner. S4C will be reasonable in its expectations within the budget.
